Cook the noodles according to the package instructions. Drain and set aside.
In a small saucepan, heat the chili oil over medium heat. Add the minced garlic and cook for 1-2 minutes until fragrant, being careful not to burn the garlic.
Add the cooked noodles to the saucepan along with the soy sauce. Toss well to coat the noodles evenly with the chili garlic oil mixture. Cook for an additional 1-2 minutes to heat through. Season with salt.
Turn off heat and mix through finely chopped green onions and chopped chili.
Serve and garnish with lightly toasted sesame seeds.
